  • Monica Foerster

    Partner at Confidor, Chair of IFAC's SMP Advisory Group

    Monica Foerster became Chair of the IFAC SMP Advisory Group (SMPAG) in 2017, after serving as its Deputy Chair. A SMPAG member since 2014, she was nominated by Conselho Federal de Contabilidade (CFC) and Instituto dos Auditores Independentes do Brasil (IBRACON). With 20 years of experience in the accountancy profession, Ms. Foerster is a partner at Confidor, an accounting, tax, and law firm with offices in Porto Alegre and São Paulo, Brazil.

    Monica is currently a member of the Board of Directors of Ibracon Brazil (where she was the SMP Director and coordinator of the SMP Working Group for 6 years), and a board member at the Accounting Council (where she was also the coordinator of the Committee of Audit Studies (CRCRS) for 4 years. 

    Monica holds an MBA in financial management, controllership and audit from the FGV – Fundação Getúlio Vargas, Brazil, and a degree in accounting from the Universidade Federal do Rio Grande do Sul – UFRGS, Brazil.

  • Chongwon Yoon

    Korea

    Ms. Chongwon Yoon joined the Small and Medium Practices Advisory Group (SMPAG) in January 2025, nominated by the Korean Institute of Certified Public Accountants (KICPA).

    She currently serves at the Center of Quality Control in Grant Thornton Daejoo Korea, bringing over 30 years of experience in accounting and auditing, with expertise in audit methodology, risk management, and quality control.

    Prior to joining Grant Thornton, Ms. Yoon worked at PwC for nearly 20 years, primarily as a technical advisor in the Risk & Quality department at PwC Korea, where she specialized in audit methodology, risk management, and quality control. She also spent two years at PwC U.S. National Office, focusing exclusively on risk management-related functions. After leaving PwC, she joined KICPA, where she served as an inspector for very small entities and was actively involved in research on auditing and quality control standards. Her work included participating in research projects, serving on research committees, and supporting their operations.

  • Hans Raj Chugh

    CA. Hans Raj Chugh has been nominated to the SMP Advisory Group by the Institute of Chartered Accountants of India. He is a Fellow Chartered Accountant, Fellow Company Secretary, Law Graduate and Insolvency Professional. He possesses over 30 years of extensive experience in professional practice, specializing in Audit, Tax and Business Advisory.

    He is a member of the Council of the Institute of Chartered Accountants of India since 2019. On the international front, he served as a member of the Task Force to implement UDIN (Unique Document Identification Number) across SAFA Member Bodies for the year 2021-22. He also held the position of Technical Advisor to the Chartered Accountants Worldwide (CAW) Board Member since 2021.

    Associated with the Committee for Members in Practice of ICAI, he has consistently dedicated his efforts to enhancing the capacity of Members in Practice and CA Firms. He has actively contributed to addressing the critical issues and challenges faced by CA Firms and Members in Practice, reviewing and suggesting regulatory improvements to strengthen and develop the capacity of CA Firms and Practitioners, enhancing their competence and improving their visibility within the business community, and developing Capacity Building Measures and prescribing standards of Professional Practice to enhance the Practice Portfolio of Members in Practice and CA Firms.

  • Rogelio Avalos

    Country

    Mexico

    Rogelio Avalos became a member of the SMP Advisory Group in January 2025. He was nominated by the Instituto Mexicano de Contadores Públicos, A.C. (IMCP).

    Rogelio developed his professional career in the assurance practice at Grant Thornton Mexico for 31 years and served for 10 years as lead partner of assurance and quality. He then joined Baker Tilly Mexico as Director of Professional Standards, Risk and Quality. He participated in various committees related to global quality assurance and spent two years in New York at Grant Thornton LLP. Currently, he is an independent advisor in quality management.

    Rogelio was Vice President of Quality Oversight in the Accounting Profession at the IMCP from 2020 to 2024. He chaired the IMCP's Quality Management Committee from 2014 to 2019.

    He received his bachelor's degree in public accountancy from Escuela Bancaria y Comercial (Mexico) and holds an MBA from Universidad Tecmilenio (Mexico).

  • George Mokua

    Kenya

    Mr. George Mokua joined the SMPAG in January 2025. He was nominated by the Institute of Certified Public Accountants of Kenya, (ICPAK).

    Mr. Mokua is currently the Managing Partner of Mokua Onwonga & Co., a medium-sized audit firm. He was previously the chairman of ICPAK, board member of the Pan Africa Federation of Accountants (PAFA), board member of Kenya Accountants and Secretaries National Examinations Board (KASNEB), and a Council delegate to IFAC representing ICPAK. He currently chairs PAFA’s Accountancy Quality Advisory Group (AQAG) and he is the Chairman of KCA University's Board of Trustees. He has wide and extensive experience cutting across external audit and financial reporting.

    Mr. Mokua is a member of ICPAK and a member of the Institute of Certified Secretaries of Kenya. He received his Bachelor’s Degree in Business Administration (Accounting) from Moi University and a Master’s Degree in Business Administration from the University of Free State.

  • Kelly Khalilieh

    Country

    Canada

    Kelly Khalilieh became a member of the Small- and Medium-Sized Practices Advisory Group in January 2025. She was nominated by Chartered Professional Accountants of Canada (CPA Canada).

    Ms. Khalilieh is currently the Partner leading the Professional Standards and Quality Management group at McGovern Hurley LLP, a medium-sized firm in Toronto serving publicly listed entities, private companies, and owner-managed businesses. Previously, she was the Director for the Canadian Accounting Standards Board (AcSB).

    Ms. Khalilieh has extensive experience in standard-setting, serving as a former Chair of the AcSB's Pension Plan Working Group and a current member of the AcSB's Private Enterprise Advisory Committee. She is also a Deputy Chair of CPA Ontario's Professional Conduct Committee.

    Ms. Khalilieh is a Fellow of CPA Ontario.
