  • Close-Off: Changes to Part C of the Code Addressing Preparation and Presentation of Information and Pressure to Breach the Fundamental Principles

    Approved by the IESBA at its March 2016 meeting, the changes strengthen the Code's Part C provisions addressing the responsibilities of professional accountants in business (PAIB) when preparing or presenting information. They also provide new requirements and guidance for PAIBs regarding pressure to breach the fundamental principles.

  • James Barbour

    James Barbour is Director, Policy Leadership, at the Institute of Chartered Accountants of Scotland (ICAS), where he oversees the areas of Audit and Assurance, Ethics and Financial Reporting. He is also responsible for the ICAS Ethics Board and is the lead on all matters connected with The Power of One initiative. Mr. Barbour qualified as a CA in 1996 and worked in general practice (primarily audit) with one of Scotland’s largest independent firms before joining ICAS in 1999.

    Mr. Barbour is a member of Accountancy Europe (AE)’s Professional Ethics and Competencies Working Group, and the ICAS representative at the AE Members’ Assembly. He is a member of the UK Government’s stakeholder group for the implementation of EU Audit legislation and a former member of the stakeholder group involved in the implementation of the EU Accounting Directive.

    Mr. Barbour regularly represents ICAS at meetings with standard-setting bodies, government bodies, regulators, and others concerning various business and technical issues, such as audit and assurance, corporate reporting, ethics, and Brexit. He is also a member of the UK Financial Reporting Council’s Audit Technical Advisory Group and an Honorary Professor in the Adam Smith Business School at the University of Glasgow.

  • Hironori Fukukawa

    Hironori Fukukawa became a member of the International Ethics Standards for Accountants in January 2017. He was nominated by the Japanese Institute of Certified Public Accountants (JICPA).

    Prof. Fukukawa is a Professor of Accounting at Hitotsubashi University, Japan. He earned a bachelor’s degree, a master’s degree and a PhD (accounting) from Hitotsubashi University. He was a Fulbright Visiting Scholar at the University of Southern California from 2003 to 2004. He served as the Vice Dean of the Graduate School of Commerce and Management of Hitotsubashi University (2014–2016).

    His research interests include auditors’ risk assessments and audit planning decisions, the effects of professional skepticism on auditors’ judgment and decision making, and audit market and audit pricing issues. He has published research articles in several academic journals including: Auditing: A Journal of Practice & Theory, Abacus, International Journal of Auditing, and International Journal of Approximate Reasoning.

  • Vania Borgerth

    Vania Borgerth was appointed to the International Ethics Standards Board for Accountants (IESBA) in January 2021 as a self-nominated public member.

    Ms. Borgerth has served as the Head of Brazilian Network for Integrated Reporting since 2012 and is a member of the Expert Panel of Accounting for Sustainability – A4S. She is a Board Member at SHIFT Project and serves as the Brazilian Institute for Corporate Governance’s representative at the International Integrated Reporting Council.  She is a Member of the International Standards for Accounting and Reporting, (an arm of UNCTAD) and is the former Head Accountant at the Brazilian Development Bank (BNDES) - responsible for promoting transparency best practices, such as international accounting and auditing standards, corporate governance and the Integrated Reporting both in Brazil and abroad (1992-2020).

    Ms. Borgerth is also the former Brazilian representative at the Advisory Council of the IFRS (2015-2020) and the Consultative and Advisory Groups of the IAASB – International Auditing and Assurance Standards Board(2010-2019) and IESBA- International Ethics Standards Board for Accountants (2015-2019).

    Ms. Borgerth is a PhD student at FUCAPE Business School, where she is also a lecturer.

  • IESBA eNews: September 2016 Meeting Highlights; New NOCLAR Video Q&As

    IESBA Meeting, September 26–30 in New York, New York

    The September meeting highlights feature updates on the IESBA’s current projects and initiatives, including: Long Association, Structure of the Code of Ethics for Professional Accountants (the Code), Safeguards, Part C, and Professional Skepticism. The IESBA also was briefed on the progress of the review of academic and other literature on the topic of fees, and considered proposed IESBA Staff Q&As on its recently released standard addressing non-compliance with laws and regulations (NOCLAR).

    The IESBA unanimously approved final changes to the Code relating to the long association of firm personnel with an audit or assurance client. The IESBA plans to hold a teleconference in November 2016 to agree on the effective date of the revised provisions. Subject to Public Interest Oversight Board approval, these changes, developed under the current structure and drafting conventions for the Code, will be made available on the IESBA website by the end of the year.

    Professional Skepticism

    At its September meeting, the IESBA also considered preliminary recommendations from the joint Professional Skepticism Working Group—comprising representatives of the IESBA, International Auditing & Assurance Standards Board (IAASB), and International Accounting Education Standards Board—on actions that the three standard-setting boards could take, individually and in coordination, to enhance the application of professional skepticism in their respective standards, following an update on feedback to the IAASB’s Invitation to Comment (ITC). The IESBA agreed to explore the feasibility of short-term enhancements to the Code, potentially for public exposure in early January.

    IESBA CAG Meeting: September 13-14

    The Consultative Advisory Group (CAG) meeting started with a joint session with the IAASB CAG to receive report-backs on the boards’ respective NOCLAR projects, and to discuss matters arising from the preliminary work of the boards’ joint Professional Skepticism Working Group—see left. The IESBA CAG meeting continued with CAG representatives discussing and/or providing input on several board projects—Structure, Safeguards, Part C, and Long Association—followed by an update on the fees initiative.

    PIOB Meeting Update

    At its September 14-16 meeting, the Public Interest Oversight Board (PIOB) approved the nominations recommended by the Nominating Committee for the 2017 composition of the IESBA, and other groups it oversees. Two of the IESBA members will be retiring from the board at the end of the year. IESBA Chairman Dr. Stavros Thomadakis attended a joint session with the Chairs of the CAGs of the other standard-setting board to discuss common issues and the PIOB’s 2017-2019 Strategy consultation, among other issues.

    Lucy Elliott, representing the Organisation for Economic Co-operation & Development (OECD) on the IESBA CAG, illuminates key aspects of the OECD’s Anti-Bribery Convention, and explains how the Convention and the IESBA’s NOCLAR standard share key public interest objectives, including fighting the global scourges of bribery and corruption. She calls on regulators to consider strengthening jurisdictional whistleblower protections, which would enable compliance with the Convention requirements and complement and support the new IESBA standard.

    Mr. David Clark has been the Technical Advisor to Richard Huesken since January 2020 and has been involved with IESBA since December 2016. A Partner at EY, Mr. Clark is the Independence and Conflicts Leader for the Middle East & North Africa (MENA) region comprising 13 countries and is part of EY’s global independence network of professionals involved in public policy. He oversees independence and conflicts policy implementation, guidance and education for EY’s MENA practice, advising practitioners on the application of global independence policy, local regulatory independence rules, professional standards, and other related regulatory requirements.

    Mr. Clark has been keenly involved with extensive ethics including international independence standards promotion and outreach over his 8 years representing IESBA, in particular with local authorities and regulators in the Middle East and North African region. Mr. Clark is a current member of the IESBA Sustainability Assurance Task Force, he is the Chair of the IESBA’s Technology Working Group (TWG) and is a former member of the Task Force for the Independence Standards related to Non-Assurance Services. Mr. Clark is also a Certified Fraud Examiner (Association of Certified Fraud Examiners (CFE)); and an International Certificate Member of the Institute of Risk Management (IRMCert.).
