Post-Implementation Reviews (PIR) of Non-Compliance with Laws and Regulations (NOCLAR) and the Restructured Code

Objective

The PIR project objectives are to:

(a)          Determine whether the NOCLAR provisions and the enhanced structure and drafting of the Restructured Code are being

              consistently understood and implemented in a manner that achieves the IESBA’s intended purposes in developing the standards,

(b)          Identify practical challenges and concerns regarding the application of these standards; and

(c)          Determine what actions, if any, are needed to address identified matters.

IESBA JUNE 2025 MEETING HIGHLIGHTS

The importance of efficiency and strategic bundling were highlighted in relation to upcoming PIRs. The IESBA’s 2024–2027 Strategy and Work Plan includes commitments to conduct post-implementation reviews (PIRs) of key standards issued between 2016 and 2022. At its June 2025 meeting, the IESBA Board recalibrated its forward plan for 2025–2026 to place greater emphasis on PIRs, reflecting stakeholder feedback and emerging environmental trends and risks.

In this context, the IESBA agreed to begin in Q3 2025 joint PIRs on Responding to Non-Compliance with Laws and Regulations (NOCLAR) and the Restructured Code, with the aim of creating synergies and minimizing stakeholder burden.

Staff has therefore initiated preliminary information-gathering to support the development of the proposed scope and approach of these PIRs.
